SUSAN LUKEN
Susan M. Luken was appointed as a Magistrate and as the Assistant Court Administrator of the Hamilton County Probate Court on March 22, 2023. With 20 years of public service in Hamilton County Courts, Magistrate Luken is known as a leader and a trusted advisor.
In her current role at the Hamilton County Probate Court, Magistrate Luken is able to draw on her experience as both a court administrator and a magistrate helping families, children and individuals achieve safe, stable and fulfilling lives. As a magistrate for the court’s mental health cases, Magistrate Luken hears cases involving court-ordered treatment to help individuals with significant mental illness. Magistrate Luken also helps create forever families presiding over the Court’s adoption proceedings. With her experience as a Juvenile Court Magistrate, she is particularly inspired by foster-to-adopt cases and their remarkable stories of perseverance, giving, and love. In all cases, Magistrate Luken shares Probate Judge Ralph Winkler’s mission to ensure every person who comes before the Court is treated with fairness, dignity and respect.

SUSAN'S MISSION
The Hamilton County Juvenile Court is broken, and Susan Luken is on a mission to change that. As judge, Susan will deliver safety through accountability and ensure that our juvenile court system works for families, delivers justice for victims, holds offenders accountable, and restores confidence amongst the residents of our county.
Stop the Revolving Door
Accountability is essential to stopping repeat offenses. Hamilton County deserves a juvenile justice system that works for victims, families, and the community. Too often, young offenders cycle through the system without meaningful accountability or support.
As Juvenile Court Judge, I will enforce the law fairly, hold offenders accountable, support victims, and help young people return to the right path before mistakes become lifelong patterns. Dispositions should reflect the seriousness of the offense and its impact on victims and the community.
Protect Our Most Vulnerable Children
Juvenile Court plays a critical role in protecting children who have been abused or neglected. Every child deserves a safe, stable home and the opportunity to grow and thrive in a healthy environment.
Delays in case processing and indecision can compound the trauma children have already experienced and contribute to emotional and behavioral difficulties.
Restore Confidence Through Fairness and Integrity
Across every case, I will administer justice impartially and consistently, set clear expectations, and ensure that victims have a voice. I will support evidence-based programs and strong partnerships with law enforcement, schools, children's services, and community organizations. This approach will restore our residents' confidence in the effectiveness of the judiciary, protect our community, and give young people and families a better path forward.
